I have been coming across a lot of people who are riding bikes in the dark without lights.
The main issue is of course their safety, as always, things are illegal for a reason! Ordinarily I will stop anyone who is cycling in the dark without lights and ask for their name, date of birth and address and do a person check on them, to see if they are known to us. If they are under 18, I will ask for a parent / guardian contact number and have them call them then and there, so I can speak with them and advise the parent of the stop and why. I’ve had many phone calls to parents over the winter doing this.
Cycle offences are road traffic offences – PCSO’s and PC have the power to stop a cyclist and deal with the offence – usually this is by way of a warning on the 1st occasion, but we can issue a £50 fixed penalty notice, or report to court.
If a person is out cycling in the dark without lights, or for any of the other cycle offences, they should not be surprised if they are stopped by a PCSO or PC and asked for their details – If you have young people / children who ride without you, please make them aware of this and the consequences when they get older.
